WILL 2019 ELECTIONS BE FOUGHT WITH CASTE WEAPONS?

Already
having nibbled by the caste venom spreaders during the Jat reservation stirs ,
will Haryana have to face a new bite of
abhorrent caste-based method to fetch
votes ? After seeing the ineffectiveness of its religious weapon in
recently held elections in some states , is BJP trying to utilize the divide
and rule policy among castes to win the
race ? An advertisement (attached herewith ) , carrying the photo of a BJP Mayoral
candidate in a recently held Municipal Corporation elections on December
16,2018 alongwith the photos of Prime Minister Modi and state’s Chief Minister Manohar Lal
Khattar( A Punjabi by caste ,but always
claims to be a Haryanavi) with BJP’s
symbol printed therein , clearly shows the intention of the persons entangled
in the publication of this piece to divide the community in caste segments for
their electoral gains .
The
advertisement , requesting to vote for a BJP candidate , reads- “ Vote for BJP
, because – Got the first Punjabi CM in Haryana in 52 years . If you make a
mistake today , will not get the chance again in the next 60 years . Some
persons of a particular caste want to dethrone the Punjabi Chief Minister by
putting and firing the gun on someone else’s shoulder. Appeal of Punjabi community –Support the
Punjabi Chief Minister openly .”
Is it not
a direct violation of code of conduct by getting the advertisement published to
fetch the support for the
mayoral candidate of Karnal just
on the day of voting and requesting the
voters’ favour on caste basis . Is it
not a case of inciting caste hatred in the society during elections ? Has it
been got published without the knowledge and permission of the state chief
minister and Karnal MLA Manohar Lal
khattar? Or the party is sowing the caste-coated seeds to harvest the better crop in the forthcoming
assembly and parliamentary elections ? Who got this published ? If there is no involvement of BJP and its mayoral candidate
in its publication , will the party and the candidate dare to demand for its
vigilance enquiry ? Will the election commission take a note of it and order
its enquiry or close its eyes just to
ignore the incident ? Many
questions are raising their hands to get
the answers , but who will reply and what the reply will be , will reflect the working of election commission and
intention of BJP .
BJP’s distancing and aligning strategy
The
political analysis of the Municipal Corporation elections held in December
,2018 in Haryana reflects that BJP has a planned undeclared elusion from Jats to attract the
Non-Jats .Out of all the Mayoral
candidates fielded by BJP in the five
Municipal Corporations none was Jat. And the most surprising thing was that
despite of Jat dominated belt not even a single ward member was made its
candidate on all the 22 seats by the BJP
in Rohtak Municipal Corporation. However 9 Jat ward members got the win by
defeating BJP candidates .
The
political analysts consider that the avoidance from Jats and showing affinity
towards Non-Jats is not a current decision taken for Municipal Corporation
elections rather it’s a part of well planned policy of BJP since last four years in
Haryana. On one side the BJP’s own Member of Parliament ,Raj Kumar Saini is
driving a regular campaign of bifurcating
Jat-Non-Jat communities under his anti Jat reservation stir to oppose
reservation to Jats and the BJP high command is calmly watching its outcomes with
closed eyes .Political thinkers clearly deduce
that It is not the helplessness of the party ,
but it’s the part of party’s well thought step . On the second side the Jat
reservation demand raiser ,Yaspal Malik , President All India Jat Sangharsh
Samiti is getting full support of BJP’s union cabinet minister ,Birender Singh on all the occasions . It is the most suitable
win-win situation for BJP. By keeping alive the Jat reservation stir by
propelling the fuel to its fire dome , BJP consolidates the Non-Jats in its
favour by creating fear , threat and terror of Jats in their minds .

Swarup Gorakhpuria ,a political thinker and social activist , says , “Since the beginning of Jat stir ,
it was the political game of BJP leadership to divide the
Jat-Non-Jat .”
IS BJP THE SOLE PARTY TO SPREAD CASTE VENOM
?
The answer
to the question is a big NO . If we look towards
the end line of the last century , when in 1990 the then Prime
Minister V P Singh’s minority government was facing the external
pressures from its allies - left parties on one hand and BJP , with an agenda
to erect its Hindu platform , on the
other . Under pressure from the both political ends , Singh was also internally confronted by the
aggressive Deputy Prime Minister ,Chaudhary Devi Lal , who was gathering a mass
following by uniting the farmers/rural community . And upto some extent Devi
Lal had succeeded in dividing the
country’s vote bank in rural v/s urban segments , which was creating the image of Devi Lal as a farmer/ rural community leader over and above the size of V P Singh. Under
the circumstances to downsize the
political height of Devi Lal and to
scatter the Hindu base of BJP , V P
Singh used the atom bomb of caste division in the shape of reservation to OBC . In his
Independence Day speech on 15th August ,1990 , Prime Minister V P
Singh announced –“In the memory of Dr. Bhimrao Ambedkar the government has
recently taken a decision to give
reservation to the backward classes in jobs in government and public sector .”
However , the V P Singh government had to die an unnatural death due to its
reservation decision , but the stigma of class rift is still visible and will perhaps remain always alive as a
weapon of politics in India .
Aam Aadami
Party, claiming to be a party with
difference , an emergence of Anna Hazare movement got power reigns of Delhi in the name of
providing corruption-free rule and giving a clean political atmosphere . But, the politics runs with poly -tricks and
has the least place for idealism . Seeing the other parties sailing their boats with caste and religion fuels , the Aam Aadami Party has also
switched over to caste and creed ridden
politics . Now AAP Party is beating the
drum of names deletion from voters list in Delhi alleging the BJP for caste

Party (AAP) convener and Delhi Chief Minister Arvind Kejriwal alleged that the BJP had got deleted half of the
voters from the Bania ( Kejariwal’s
caste ) community in Delhi as a part of the ongoing revision of
electoral rolls. The AAP chief alleged
that 4 lakh out of 8 lakh Bania voters had been struck off the rolls.
BJP’s representative and also hailing from Bania community , Union Minister Vijay Goel accuses Arvind Kejriwal of playing caste
politics .
In a tweet
Kejariwal asks Vijay Goel , “ Why the BJP got struck off the
4 lakh names out of 8 lakh Bania Voters
? The business of traders has failed due
to BJP’s wrong policies like GST, therefore Bania community
is not going to vote in favour of BJP this time . But, would you get struck off
their names to win ?”

But, Ramesh
Thaken, a senior level Retd. Airforce Officer says, “These all r normal
moves of politics, it's good that structural changes r taking place n it's
likely to disturb many particularly those who had been part of systemic corrupt
system or their followers . BJP is doing
well, corruption is moving down south,no bomb blasts which was otherwise a
normal happening. Rest everyone has views n rightly so .”
Senior
political analyst and a former President Indian Medical Association ,Haryana Dr.Shyam Sakha Shyam says ,
“Kejariwal’s School and Hospital rally campaign will have no major effect in
vote fetching in Caste Based voting pattern in Haryana . But , his speech reminding the people the caste dividing
scenario created by other political leaders will surely divert the Bania
Community from BJP to AAP. However it will not pave the way to the power seat.
”
During his rallies Kejariwal never forgets to remind
the people of Haryana that every leader and political party has been fetching
the votes by dividing the people into caste segments .Political discussions state that however publically he shows and announces that he is
totally away from caste based politics , but he has allowed to align the caste
votes through his trusted lieutenants . Dr.

Party’s
state president , Naveen Jaihind , a Brahmin by caste, is uniting the Brahmin
caste by organizing caste based programs
and getting himself honoured on these platforms to woo his own caste
votes . After such program in Panipat ,where Brahmins have gifted a car to
Naveen Jaihind , a latest program was
organized at Bhiwani on December 23, wherein
he was honoured with ‘Parshu Ram
Farsa’ by his caste representatives . (Photo Attached
). Brahmins worship Sage Parshu Ram , believed to be the 6th incarnation of
Shri Vishnu. , as God , who had stated to vow that He would destroy the evil Kshatriya caste
as a revenge of Brahmahatya (killing of a Brahman), 21 times.
Thus we see
that every party is sharpening its caste
weapons . At the end ,we again face the starting line question “Already having
nibbled by the caste venom spreaders during the Jat reservation stirs , will
Haryana have to face a new bite of

fetch votes ?”

Assembly elections : A preface to Lok Sabha polls

To impose emergency or create emergency-like situation for political gains
is one of the worst results of absolute
power and majority rule . Majority always breeds
suppression and autocracy . Excess of
everything is bad ,rather it ends in a
curse . An autocratic rule always creates fear , chaos and resentment in the minds of not only public , but leaders
too . Opposition leaders fall prey
of revengeful politics .But ,
ultimately the fear creates boldness and
revolt . The mum voice of public turns to a current of underwater
waves and this unheard voice may
become a game changer . Feeling the beats of
such unsung voices , some
far-sighted politicians of the country
have started to float their ships on these hidden waves . As the 2019 is
nearing to dawn , the different political parties have started to beat their tambourines in their own ways with different beats ,but playing the same melody of ‘Kursi Rag’( The Chair
Melody) with a common target ,alike
Arjuna , to get the ‘Kursi’ . But to win over the audiences , all the drum
beaters and the song
party members will have to keep consonance in the rhythm . Will they ? The answer of
this question will decide the fate of these drummers.
Now the leaders of opposition parties , like NCP leader Sharad Pawar , AAP
Rajya Sabha member Sanjay Singh and even the chief of Shiv Sena Party , are leveling charges of creating
Emergency–like situation against the present Modi governmrnt . Times Of India
reports that Uddhav Thackeray had alleged on August 13, 2018 that there was an
Emergency-like situation in the country . Addressing a function hosted by Mumbai Marathi Patarkar
Sangh Uddhav reportedly said, “Indians
overthrew the Emergency clamped by the British Raj and the one imposed by
Indira Gandhi . Similarly , we will
throw the present Emergency out of the window.” Is really an Emergency-like
situation prevailing in the country ? Will the Modi government meet the same
fate as in 1977 elections Indira Gandhi had to face ?
In 2014 , the people , fed up with the congress era and influenced with the lollypops of Rs.15 lakhs
in each account and in the hope of regaining the system of ‘Ram Rajya’ ,
voted Modi in power with a thumping
majority .But during the last more than 4-year span of Modi-Raj a lot of hot and cold water has flowed through
the rivers of India . Public has enjoyed and faced the Jumalebaji ,Pradhan
Mantri Fasal Beema Yojana , assurances of doubling the income of farmers and houses for all by 2022 ,
sufferings of shivering in the queues before the banks during Notebandi , steep rise in oil prices , forced linkage of Adhaar Card with Bank
Accounts,voter cards ,ration cards , sim-cards etc etc. Opposition is terming
these as burden , whereas the BJP
government is preaching it as boon .What the reality is ,will be reflected by
the public when they will go to the ballot box cabin .
Now the Election Commission has announced on October 6,2018 the assembly
elections for five states –Rajasthan , Madhya Pradesh , Chhattisgarh ,Telangana
and Mizoram . Out of these , first three
are presently ruled by BJP .The results of these states will convey the mood of
the people for 2019 Lok Sabha Poll. A poll survey conducted by C-voter for ABP News has
projected the congress as winner in Rajasthan ,Madhya Pradesh and Chhattisgarh
.Previously feeling the heat of the hour
, the entire opposition had felt the need to fight unitedly to win over the
ballot battle against BJP . But , when the bugle of battle blown , the so
claimed unity is falling aground like a deck .In the line with Bahujan Samaj Party , the Akhilesh’s Samajwadi Party
has also decided to move ahead without waiting for the company of congress in these assembly elections. Akhilesh
Yadav said that he cannot wait any longer for the congress party . It seems
that the saying-“ United they stand ,
divided they fall’, is not going to be
an action line for the opposition in these state assembly elections . It shows
the lack of confidence among the anti-BJP buddies .
Amid this no-confidence situation
among the anti-BJP herd , the BJP has blown its trumpet in Rajasthan on
the very day of election declaration through a rally of Prime Minister Narender Modi at Ajmer on
October 6,2018 . Feeling seriously the speculations of the Rajasthan going out of clutches , Modi has a start from this state to gear up the loose clutches . Modi on this
occasion , in a scathing attack on congress, accused the opposition party practicing vote bank politics and dividing
people to get into power .He said, “Congress has failed not only as ruling
party , but in opposition as well.”
Negating the developmental
works of congress and praising the PM
Modi ,Rajasthan Chief Minister , Vasundhara Raje said, “For 50 years India
suffered .50 unfortunate years when those entrusted with power did not do their
duties responsibly .It was the Modi Sarkar , determined on change , that led
the nation to progress- transforming and reimaging a New India, reaffirming the faith of
millions.”
Bowing to the voters to give her a chance again , obstinate Raje
urged, “The journey that began in 2013 has brought Rajasthan into a gilded age
. I urge you to unite once again and march ahead with BJP Rajasthan , scripting
another spectacular chapter of success and development in the glorious story of
a Naya Rajasthan.”
On the other hand Congress seems to have adopted the Gandhian path of not criticizing and attacking the opponent . Its Rajasthan state
leader and former Chief Minister , Ashok Gehlot
, accepting the Raje government’s developmental works ,has
assured to continue with these
works . As per ANI report ,October 7, former Rajasthan CM Ashok Gehlot said
that congress will go to polls on development plank and if voted to power it
would continue with CM Vasundhara Raje-led government’s schemes rather bringing
them to an end. “If we come to power , we promise the people of Rajasthan that
we’ll not end any schemes started by CM Vasundhara Raje . We’ll take them
forward. For development , it is our progressive thought to work in the
interest of people without wasting time.”
Here arises the questions, “ Why the congress leader assuring to
continue the developmental works started by Raje ? Are the people of Rajasthan
very much influenced and satisfied with these works ? And if Raje was doing so well ,then why the
public will change her in favour of congress ?”
But , the other contender of Chief
Ministership and the present State President of congress , Sachin Pilot
twitted on October 3 , “ Met scores of upbeat ,enthusiastic congress workers
and people from all parts of Rajasthan ,in PCC office ,Jaipur . They bring in
one common message- people are ready to root out this BJP government with
people friendly congress.”
However , due to a long political ground experience and a grip over
Rajasthan politics ,Mr. Ashok Gehlot is the main stalwart of the congress
party and Sachin Pilot , a close youth
associate of Rahul Gandhi has become the icon due to his strenuous efforts to
raise the congress party dashed to ground by losing all the 25 Lok Sabha seats in 2014 elections.And now the congress
is in the winning race .
There are some other election fighters also in the race who claim their
strength to change the election scenario of Rajasthan . A six time MLA with RSS
background , staunch critic of Chief Minister Vasundhara Raje , a stalwart BJP-departed
old Brahmin leader and President of his own newly formed Bharat Vahini
Party(BVP) ,Ghanshyam Tiwari claims that his party will fight on all the
200 seats and without his support no
party shall be in a position to form government . PTI reports (October 7) Tiwari , “ The congress is not in a position
to form government and the BJP is set to face a historic defeat in the state .
Forming government in Rajasthan would not be possible without BVP”
The Brahmin leader is sailing in the hope of getting the upper castes votes
, especially the Brahmin Community. He says, “The BJP has betrayed people of
upper castes and its base vote bank has slipped.”
But , Ashok Sharma, from Dudu constituency ,presently working with a Hindi
daily in Jaipur since last 30 years ,
demolishing the hope of Tiwari , says
, “ Its right that some voters of upper castes –Brahmins and Rajputs have
departed from BJP in favour of Congress
party, but Tiwari is not gaining anything from this departure . Bahujan Samaj
Party will also not get a sizeable share this time too.”
Another fire brand leader, Hanuman Beniwal , claiming
to fetch votes of farmer community ,especially Jat Votes , may
swing the power balance . It is also airing that BSP may align with
Tiwari and Beniwal and this alliance can
change the political scenario in the state .
Sunil Kumar Meena , a scheduled
tribe social activist and a coaching centre runner at Sardarshahar in Rajasthan
says , “BSP is not in a position to win any seat on its own, better it should have made an alliance
with congress. However a large section
of SC/ST communities are associated with
congress , but during last some months the people of these communities have
also shown their inclination towards BSP. If BSP makes alliance with Jat leader
Hanuman Beniwal , it may fetch some
sizeable number .”
Reacting on the claim of Brahmin leader Ghanshyam Tiwari , Meena says, “
Ghanshyam Tiwari will not get a major share of his community , as Brahmins will
not depart from BJP . He may get a minor
share .”
Chanan Mal , an ex-serviceman and a backward community member, resident
of village Dhanothi from Sadulpur constituency clearly states ,
“Congress ka palara bhari hai Sir.jat vote judega. ( Congress is having an
upper hand . Jats will favour it.)”
Ravinder Poonia , a teacher in Rajasthan reacts , “ Sir g Rajasthan m BSP
ka koi janadhaar nhi h, Mayavati g time ko dekhakar ase candidate ko ticket
degi jo kisi n kisi party se asantust hoga, ase m itne bare area m, 2 or 4 seat
nikalna possible h, Congress pr koi asar nhi hoga, jaat biradri puri trah BJP K
khilap h, Congress ki support m h, Tiwari g apni seat aasani se nikal lega is
se jayda Kuchh nhi, sharma cast bhi BJP
K khilap h, ase m Pradesh m INC ki govt banne m Koi doray nhi h .( Sir, in
Rajsthan , BSP has no base. Mayawati will decide after seeing the time nerve
and give the party tickets to the
dissidents of other parties . In such a big area state , only 2 or 4 seats win over is possible in these circumstances. BSP’s non-companionship will have no
affects on congress . Jats are
fully against the BJP and are in support of congress .Tiwari ji will win over
his personal seat easily and not more than this . Brahmin community is also
against BJP. In such conditions there are no two thoughts about the formation
of government by the Indian national Congress in the state .”
A political analyst , Ved Pal , former Vice-Chairman of Agriculture
Development Bank, says , “Certainly the congress will win the race with a huge
margin due to not fulfilling the voters expectations by the BJP government .
Jats and Rajputs have turned their face backwards . The leaders like Ghanshyam
Tiwari and Hanuman Beniwal can win on their individual seats only , they
have some followers on social grounds but have
no mass following on political platform . BSP’s sharing is decreasing in every election since
2008.”
Giving figures about the decreasing share of BSP , Ved Pal states, “ BSP got
7.60 % votes in 2008 assembly elections,
it further decreased to 3.43% in 2013 with a win on only 3 seats and now it
seems to touch zero level .”JMT.

Barricading The Compensation
To The Jodhpur Detainees Of Operation Blue
Star ,1984 ?

Despite a long tearful passage of 34 years , the
Detainees of Operation Blue Star,1984
are still waiting for the full
compensation awarded to them by the
District and Sessions Court of Amritsar in April last year ,which had been
barricaded by the center’s BJP led government .
A total of 365
persons were arrested and detained in Jodhpur jail in the wake of Operation
Blue Star, and were later released in three batches, between March 1989 and
July 1991. Of these, 224 detainees had appealed for compensation in the lower
court, alleging ‘wrongful detention and torture’ but they failed to get any
relief from the court in 2011 . However, 40 of the detainees went in appeal to
the District & Sessions Court, Amritsar, and were awarded Rs. 4 lakh each
as compensation with 6% interest (from the date of filing of the appeal to
payment of compensation) in April last year. The total compensation, including
interest, worked out to Rs. 4.5 crore rupees approximately . The court had held the Union and the State
Governments as jointly liable for payment of the compensation, and although the
Punjab government had given an undertaking to the court to pay half the amount,
the Union Government had moved an appeal in the Punjab and Haryana High Court
against the order .
Punjab Chief Minister
Captain Amarinder Singh had urged
the central government to withdraw its appeal in the Punjab and Haryana High
Court against the award of compensation to those arrested and detained in the
Jodhpur prison following ‘Operation Blue Star’ in June 1984.
Captain
Amarinder Singh had appealed to the central government to pay, without further
delay, half the compensation amount of Rs. 4.5 crores that was awarded by the
District and Sessions Court of Amritsar in April last year. In a D.O letter to
Union Home Minister Rajnath Singh, the Chief Minister in June,2018 said the central government’s appeal against
the compensation, which the court had held to be jointly payable by the Union
and State governments, had evoked a strong reaction amongst the Sikh community and It was further likely to lead to an
avoidable sense of alienation and perceived injustice among the community.
However ,in compliance of orders of the District court ,
the congress government led by Capt. Amarindar Singh now on June, 28 handed over the cheques amounting to Rs. 2,16,44,900 of the state’s 50% share of the approximately
Rs. 4.5 Crore compensation announced by District Court Amritsar for the 40
detainees who had sought judicial
relief. On the occasion the Punjab Chief Minister assured compensation for the remaining 325
Jodhpur detainees also , at par with the 40 who have been awarded by the Court,
while promising to persuade the Central Government to also do the same.
Though the central
government , which has gone for an appeal against the district court
decision , does not seem to be extending the help in
near future , but the Punjab CM is still
hopeful . Expressing confidence that the Centre would agree to his plea
to also contribute its share to the remaining 325 detainees , the Punjab CM said , “ Even those who did
not go to the court were also entitled to compensation and his government will
make the same payment to them too. It is a small compensation for the pain they
had undergone.”
Blaming
the Centre for delaying the compensation by going in appeal before the Punjab
and Haryana High Court, Congress MLA from Patti, Harminder Singh, who was also
detained after 1984, thanked the Chief Minister for coming to the rescue of the
detainees, time and again. He recalled Captain Amarinder’s gesture in visiting the
detainees in Nabha prison (where they
were initially kept before being shifted to Jodhpur), to give them clothes. The
detainees had been kept naked in Nabha prison, said Harminder.
Congress leader Harminder further recalls , “It was Captain Amarinder who gave them Rs
1 lakh each in 2006, during his previous tenure – the only compensation given to
the detainees before today. The
detainees had met former Chief Minister Parkash Singh Badal several times
during the various Akali rules after Operation Blue Star but got no help.”
One of the
detainees, Jasbir Singh Ghuman lauds the
Chief Minister Captain Amarinder as the
`man of the match’ in the entire episode.
Ghuman says , “ Their acquittal
had come after a 20-year court battle and then it had taken them seven years to
win the compensation. Only Captain Amarinder understood the pain of the
detainees .”
Lambasting on Akalis , Ghuman adds , “ Despite their pleas, the Akalis
failed to persuade the BJP-led central government not to go in appeal against
their compensation.The detainees had met the Badals on several occasions to
seek compensation but the Akali leaders simply refused to pay heed to their
grief and need.”
Ghuman suspects that
he is still doubtful if the
Centre would even now pay its share and it might still be left to Captain
Amarinder to pay the full compensation.
But here arises a question , despite the undertaking of
state government to the court to pay its 50 % share, why the central BJP government has gone for an appeal in the Punjab&
Haryana High Court against the district court’s decision ? Has BJP not thought
of its consequences in the
forthcoming Lok Sabha elections ? Did BJP want to linger on the issue by filing the appeal and release the compensation just before the
elections to win over the support of the detainees by keeping the issue afresh
and live? Will now this trick of BJP get
any favour ,as the congress led state government has won over the game by distributing its share to the detainees and
putting the ball in the court of central
government by publically
persuading and writing a letter
to the Home Minister Mr. Rajnath Singh to pay the center’s share ?
Circumstances speak loudly that ultimately the central government will have to
pay the share and will not even get its credit . What the results may come , in the present
scenario the BJP seems to be in deep waters .JMT.
